Christopher C. W. Hughes, Ph.D.

As the Associate Dean of Research and Innovation, Dr. Hughes oversees all research development efforts and serves as the School’s liaison with UC Irvine Beall Applied Innovation to partner discoveries in biology with the business community. Dr. Hughes has been with UC Irvine since 1996 and has served in numerous administrative roles, including as Chair of the Department of Molecular Biology and Biochemistry, director of the Edwards Lifesciences Center for Advanced Cardiovascular Technology, and co-leader of the Onco-Imaging and Biotechnology program at the Chao Family Comprehensive Cancer Center. As a vascular biologist, Dr. Hughes is among the leading groups nationwide in the development of body-on-a-chip technology and is a fellow of the American Association for the Advancement of Science (AAAS).

Research Development
What We Do
The Research Development Team partners with faculty members, postdoctoral scholars, and graduate students from a project idea to an application submission. We match ideas to funding opportunities and foster new collaborations across the Dunlop School. On any given proposal, we help researchers refine their grantsmanship, frame their ideas persuasively, and convey the significance of their proposed work. Additionally, for large or complex proposals, we provide hands-on proposal management.
We offer dedicated support to faculty members preparing new or renewal institutional training grant proposals, such as the NIH T32 or NSF NRT. Specifically, we collect and analyze training data for proposal tables, manage institutional letters of commitment and their associated signatures, and provide iterative feedback on proposal drafts.
Beyond proposals, we invest in the Dunlop School’s research community through education and communication. We develop and present workshops on proposal writing and sponsor mechanisms, create resources and templates for application documents, and track sponsor policies. We maintain the RAD Unit’s website, where these resources live. We administer various strategic initiatives aimed at strengthening the Dunlop School’s research enterprise. One example is Research Explorer, a web tool that we developed, which clusters faculty by research domain to surface new collaborations and deepen understanding of the School’s research landscape. Finally, we share relevant funding opportunities, upcoming events, and major announcements in our bi-weekly Research Bulletin newsletter.

Justin supports researchers in the Charlie Dunlop School of Biological Sciences in securing funding for their projects through proposal development, team building, and strategic initiatives. He has specialized in proposal development since 2017 and holds an M.S. in Psychology from the University of Michigan. He also earned a proposal management certificate from the Association of Proposal Management Professionals (APMP). Outside of work, Justin enjoys listening to classical music, reading books, and caring for his pet fish and beetles.

Yerga supports faculty members in both the Dunlop School of Biological Sciences and the School of Medicine in developing competitive training grant proposals. She leverages her scientific expertise to navigate the complex landscape of research funding, providing guidance to faculty members throughout the proposal development process. She earned her Ph.D. in Genetic Engineering and brings years of experience as a research scientist to her role. Her technical background enables her to guide faculty through every aspect of training grant preparation, from crafting research training plans to developing evaluation metrics and assembling diverse mentor teams. She helps faculty members align their proposals with sponsor review criteria, ensures training tables meet sponsor requirements, and helps develop institutional letters of support. Her deep understanding of the scientific content and sponsor requirements helps faculty applicants avoid common pitfalls that can derail otherwise strong proposals.

Samika Bhatkar
Full Stack Student Developer, Research Development
Samika is an undergraduate student studying Applied and Computational Mathematics. She’s from the Bay Area and loves watching NBA games in her free time, especially the Warriors! Samika also enjoys cooking, going to Giants games when possible, and going to concerts (currently, she’s been to 10!). She’s excited to join the Dunlop School of Biological Sciences’ Research Development Team and work on developing tools that strengthen the Dunlop School’s research efforts!

Mitali Mittal
Full Stack Student Developer, Research Development
During her 2.5 years working in the RAD Unit, Mitali strengthened her engineering and problem-solving skills across various projects. A highlight of her time here was taking the Researcher Explorer tool from an idea to a fully deployed tool that anyone can use! Mitali graduated from UC Irvine in June 2026 with her B.S. in Computer Science. She is now a Software Engineer at Microsoft.
Pre-Award
What We Do
The Pre-Award Team serves as the Dunlop School’s subject matter experts on internal and external pre-award policies and procedures. When it’s time for researchers to apply for a grant, we prepare proposed budgets, budget justifications, and the documents each sponsor requires, as well as provide researchers with a tailored checklist and submission timeline based on the specific funding opportunity. We initiate electronic applications in Kuali Research, Cayuse, Research.gov, and other submission portals, and coordinate the final submission with Sponsored Projects Administration (SPA), along with any incoming and outgoing sub-awards. After submission, we facilitate sponsor requests such as NIH Just-in-Time and manage the award notice, setup, closeout, and transfer—including handing off ongoing management to the Post-Award Team.

Post-Award
What We Do
The Post-Award Team manages the life of an award once funding is in place. We set up accounts, monitor monthly expenditures for compliance with award terms and conditions, process financial transactions, PCS reports, and cost share reports, as well as prepare monthly budget reports for principal investigators. We handle sub-awards from start to finish—initiating agreements, preparing amendments, generating purchase orders, and monitoring invoices and payments—and we coordinate award transfers with external institutions, including relinquishing statements and unobligated balances. When awards need to change, we work with Sponsored Projects Administration (SPA) and the sponsor on revisions to scope of work, key personnel effort, revised budgets, and other modifications to terms and conditions.
We also support the financial and administrative details that keep research moving. We complete negotiated and summer salary worksheets alongside BioSci personnel, and we review and approve requisitions and PALCard purchases for faculty and extramural accounts. Each year, we coordinate RPPR, interim, and financial reports. For carryforward and no-cost extension needs, we facilitate prior approval requests for effort changes, assist with rebudgeting and equipment acquisition, prepare the PHS 398 form, and coordinate with the sponsor, SPA, and C&G Accounting to extend the award. Finally, at closeout, we ensure all final reporting requirements are met, transfer or terminate fellowship (xTrain) awards, and coordinate the Final Invention Statement with SPA.
